Mission
Statement
To support the mission and transformation
of Virginia-based, U.S. Military and National
Defense activities, collaborating with Virginia
communities to identify and maximize opportunities
that meet the current and future needs of
the military, local partners and related industries.
The
Virginia National Defense Industrial Authority
(VNDIA) was created during the 2005 Session
of the Virginia General Assembly. As described
by enabling legislation, it was the sense
of the General Assembly…“that
a need exists for the provision of technical
assistance and coordination between the Commonwealth,
its political subdivisions and the United
States military…”
The
Authority consists of sixteen citizen members
appointed by the Governor (10), Speaker of
the House (4) and Senate Rules Committee (2). In addition, the Adjutant General of Virginia serves on the board.
The
work of the Authority is conducted under the
auspices of three working committees:

Planning
- Local
Coordination, Support and Communication
- Grant
Review and Oversight
An overview of each committee follows:
Strategic
Planning
Continually seek military operational gains
for Virginia through new missions and realignments.
Follow and evaluate all federal and state
legislation impacting Virginia-based military
installations and advocate for necessary funding.
Serve
as liaisons to:

U.S. Department of Defense
- Governor’s
Office, and
- Virginia’s
Congressional Delegation
Local Coordination, Support and Communication
- Coordinate
communications with and among regional and
community military councils statewide.
- Facilitate
communications statewide regarding military
and defense issues through the VNDIA website,
media contacts, and with legislators.
- Actively
visit military installations and meet with
base and community leaders.
- Assist
in the development and implementation of
regional recommendations that meet challenges
and create future opportunities for installations
and communities.
Grant
Review and Oversight
Military
Strategic Response Fund
Established during the 2006 Session of the
Virginia General assembly to…“Assist
impacted Virginia localities in funding needs
associated with the implementation and response
to the recommendations of the 2005 Base Realignment
and Closure Commission (BRAC) which were subsequently
agreed to by the President and the United
States Congress.” -Virginia Budget
Bill 2006
$25 million in grant money has been awarded for planning
and implementation efforts in the areas of
transportation, housing, public infrastructure,
environmental issues, encroachment, workforce
transition, and historic preservation. Additional funds have been made available in fiscal year 2009-2010 for projects related to Naval Air Station Oceana, the Defense Advanced Research Projects Agency (DARPA) and Fort Lee.
